Strategic Responses

Two indicators of strategic posture are the proportion of the nation’s resources devoted to defense and how those defense resources are allocated. Defense spending as a proportion of total U.S. government spending ( Table 5.1, Column C) peaked in 1987 at the height of the Reagan military buildup, bottomed out in 1998, and gradually rose after 9/11. Defense spending as a percentage of GDP ( Table 5.1, Column E) reflects the same trend. It declined after the Vietnam War to a low point of 4.7 percent of GDP in 1979. The defense buildup of the 1980s boosted it to 6.2 percent by 1986, after which it gradually fell. By 2000, defense discretionary spending was 3 percent of GDP, reflecting the end of the Cold War and the economic growth of the 1990s. As of 2005, defense discretionary spending had climbed back to 4 percent of GDP. These patterns in defense allocation are consistent with a posture of adapting by the Clinton administration and shaping by the Bush administration.
